A couple minor hotfixes.

Docker Pull

When selecting an image to pull from DockerHub, we now auto-populate the dialog. It also grabs more tags, so if you need an older version, it will now be in the list.

Start new LocalStack Instance

There were a couple bugs when starting a new instance. The first was that if the image was not pulled yet, it would correctly pull it, but then never start it. This is now resolved. The other issues were more minor. It should be a lot simpler now to start a new instnace.
